Depuis l’entrée en vigueur du Traité de Lisbonne, la participation de la société civile est constitutionnalisée, pour contribuer à la démocratie et à la bonne gouvernance dans l’Union européenne. La participation de la société civile structurée par des mécanismes juridiquement institués est devenue une marque distinctive de la gouvernance de l’Union. À la faveur de sa constitutionnalisation mais également d’une culture de la participation des institutions, cette participation de la société civile a été récemment étendue à l’action extérieure de l’Union, en témoigne l’initiative citoyenne européenne “Stop TTIP” ou la création de groupes consultatifs internes par les récents accords de libre échange de l’Union. Phénomène inédit dans ce domaine spécifique, la participation de la société civile a du y être adaptée. Au moyen des mécanismes applicables à l’ensemble de l’action de l’Union, la participation permet de contribuer à la bonne gouvernance et à la démocratie. Mais elle est entravée dans cette fonction en raison de certaines spécificités institutionnelles de l’action extérieure. Pour faire face à ces spécificités, la participation a de la société civile est renouvelée par le développement de modalités spécifiques. Adaptée aux différentes politiques externes et relations bilatérales de l’Union, la participation de la société civile est également renouvelée dans ses fonctions, devenant vecteur d’influence. D’une nécessité guidée par les spécificités de l’Union, la participation de la société civile est devenue un élément d’un modèle de gouvernance que l’Union cherche à diffuser. Because of its specific nature, the European Union has sought the participation of civil society in its governance. Since the entry into force of the Lisbon Treaty, the participation of civil society is constitutionalized, to contribute to democracy and good governance in the European Union. The participation of civil society, structured by legally established mechanisms, has become a specific feature of the Union’s governance. Thanks to its constitutionalisation but also to an institutional culture of participation, this participation of civil society has recently been extended to the Union's external action, as witnessed by the European citizens' initiative "Stop TTIP" or the creation of internal advisory groups by the Union's recent free trade agreements. Civil society participation has had to be adapted to this specific area. Through the mechanisms applicable to all of the EU’s action, participation can contribute to good governance and democracy. But it is hampered in this function by certain institutional specificities of external action. In order to deal with these specificities, the participation of civil society is being renewed through the development of specific modalities. Adapted to the different external policies and bilateral relations of the Union, the participation of civil society is also renewed in its functions, becoming a vector of influence. Originally a necessity guided by the specificities of the Union, civil society participation has become part of the EU’s model of governance which it seeks to spread.
