À l’aide du concept de la racialisation institutionnelle, nous cherchons à comprendre comment la conception spatiale de cette population a été posée comme un problème et la manière dont ces politiques ont tenté de contraindre et limiter leur présence dans le ville. Cette enquête nous a permis de saisir et d’analyser trois grandes temporalités, qui font l’objet des différentes parties de ce travail. Les deux premières parties qui s’intéressent à la politique de rénovation urbaine, puis de résorption de l’habitat insalubre, des années 1960 aux années 1970, montrent comment, en dépit de logiques différentes au cours du temps, elles ont conduit au renforcement de la stigmatisation des Algériens et à l’accroissement de leur ségrégation. La troisième partie, qui porte sur les années 1980, analyse la manière dont la dimension raciale est de plus en plus euphémisée au sein de ces politiques, ciblant alors uniquement de manière discrète la population algérienne. À travers l’étude de ces trois temporalités, cette thèse interroge la production institutionnelle des différences raciales et ses effets sur le peuplement urbain. This thesis aims to investigate the issue of Algerian settlement, spatial and racial stigmatization, and urban policies in Roubaix between 1950 and 1990. Using the concept of institutional racialization, we seek to understand how the spatial concentration of this population was posed as a problem and how these policies attempted to constrain and limit their presence in the city. This investigation has allowed us to capture and analyze three main temporalities, which are the subject of the different parts of this work. The first two parts, which focus on the policy of urban renewal and then on the reduction of substandard housing from the 1960s to the 1970s, show how, despite the fact that the logic of the policies differed over time, they led to the reinforcement of the stigmatization of Algerians and to the increase in their segregation. The third part, which focuses on the 1980s, analyzes the way in which the racial dimension is increasingly euphemistic within these policies, targeting only the Algerian population in a discrete way. Through the study of these three temporalities, this thesis questions the institutional production of racial differences and its effects on urban settlement.
